How annual leave in Pakistan is calculated

Section 49-B(1) of the **Factories Act 1934**: *“Every worker who has completed a period of twelve months continuous service in a factory shall be allowed, during the subsequent period of twelve months, holidays for a period of fourteen consecutive days.”* Section 14(1) of the **West Pakistan Shops and Establishments Ordinance 1969** gives an employee of a shop or establishment **fourteen days** with full wages after twelve months of continuous employment.

**A flat minimum.** Neither law adds days for longer service, so ten years still gives 14. Unused days carry forward — at most 14 more in a factory, and to a total of 30 in a shop. Casual, sick and festival leave are separate. Up to 90 days of sickness, accident or authorised leave does not break a factory worker’s twelve months (s.49-B Explanation). Section 18 takes employees of commercial establishments under the Standing Orders Ordinance 1968 out of section 14; their leave rule is not shown.

Labour law has been provincial since the 18th Amendment, and Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan have their own acts. This page uses the federal laws as they stand on Pakistan Code, which apply in Islamabad. Before twelve months there is no statutory annual leave.

Frequently asked questions

How many days of annual leave do you get in Pakistan?

14 days with pay after twelve months of continuous service under the federal Factories Act 1934 and Shops and Establishments Ordinance 1969, which apply in Islamabad. The Ordinance’s s.14 does not cover employees of commercial establishments under the Standing Orders Ordinance 1968 (s.18).

Do I get annual leave in my first year?

Not under these laws: the 14 days are earned by twelve months of continuous service. An employer or contract may give more.

Can unused annual leave be carried forward?

Yes. In a factory up to 14 days carry into the next twelve months; in a shop or establishment leave accumulates up to 30 days, or can be paid out at your request.
